Meru County Governor, Kawira Mwangaza fate now lies upon the senate plenary-all the members of the senate after her seven hefty allegations from her previous impeachment.
On 30th of October 2023, Senate Speaker, Amason Kingi laid bare the charges and particulars leveled against the Governor leaving room a trial.
The assembly, which has a total of 69 MCAs are accusing Kawira Mwangaza with seven charges which were brought before the Senate.
Some of the Charges Facing the Governor include;
- Misconduct and Misuse of County Resources
The county legislators of Meru county accuse Mwangaza of embezzling county funds.
Mwangaza accused of paying salaries and benefits to high-ranking officers without rendering any services to the county and also withdrew funds through the Governor’s relatives.
She is also said to have withdrew county funds through false claims of payment for supplies and services rendered by the Governor’s relatives, despite being ineligible to tender for or supply goods to the county government.
2. Nepotism and Related Unethical Practices
According to the county assembly of Meru, the governor is accused of representing unqualified relatives as qualified technical staff for the inspection of medical equipment in China.
She appointed Edwin Mutuma Murangiri, her husband’s nephew, as CEO of Meru Youth Service (MYS) and Acting Chief Officer of the Ministry of Finance. The MCAs also allege that Nephat Kinyua, who is Mwangaza’s brother-in-law, was appointed as Director of External Linkage without a transparent and competitive recruitment process.
3. Bullying, Vilification and Demeaning other leaders
The governor is heard and seen making demeaning public remarks against other elected leaders and falsely accusing them of cartelism at a presidential thanksgiving service held in Laare, this was according to Kaaria’s. This accusation happens to be present during the last impeachment.
4. Illegal Appointments and Usurpation of Statutory Powers
The MCAs are saying that she had put off the criteria for the establishment of offices within the County Public Service by recruiting traffic masses without the involvement of the County Public Service Board. They further claimed she employed more than one hundred personal staff in the Governor’s office and irregularly designated and paid various cleaners as senior support staff.
5. Contempt of Court
The governor is accused of her mulish behavior when it came to matters of appearing in court. The MCAs are claiming that her conduct is against the constitution.
6. Illegally Naming of Road after Husband
She is accused of violating sections 7 and 11 (1) (c) of the Meru County Honours and Awards Act, 2018 by naming a public road, Kibachia-Kilunga Mulathankali, after her husband, Baichui Murega, without following the required steps.
7. Contempt of the Assembly
Mwangaza declined to appear before the Assembly’s Sectorial Committee on Justice, Legal Affairs and Cohesion to answer questions on the matters raised in the preceding. The MCAs claim that she instructed her Chief of Staff to write a contemptuous letter to the Assembly in response to the summons.
The matter will be heard and determined within 10 days.
